Can anyone suggest what is to be done in case someone loses PAN card? Is filing police complain necessary?

Quick Summary
If you've lost your PAN card, the first step is to lodge a First Information Report (FIR) with the police. You can then apply for a new PAN card or reprint your existing one through the NSDL website. If you don't know your PAN number, you can find it on your Income Tax Return acknowledgement.

Yes FIR should be lodged.
Again New application for PAN card should be applied or you can reprint your PAN card through NSDL website

if a person don't know his PAN number, how he will get PAN number ?

Get it from IT Return acknowledgement from

when that person applied for PAN card , he didn't received it.it was lost during transit at the time of issue , there is no IT return n all.
