Whether an Unlisted Pulbic Company need to comply section 60B(9) under Comapnies Act , 1956 and unlisted Public Companies (Preferential Allotment)2003 for Preferential Allotment?
If so Wat is the time and whether delay filing is possible

No, corresponding Section 32 of 2013 Act has already been notified and hence Sec.60B of 1956 Act is no more in force now. For procedure under the new Act you may Google search and get response.
