Does a company may pass a resolution requiring SR through postal ballot on a matter needed urgent approval without holding a meeting?

First of all Postal ballot is applicable where total shareholders ecceed 200, and if you wish to pass resolution without meeting you can go with resolution by circulation.
isn't that resolution by circulation is for board meetings only?
postal ballot not posible for 102 (2) (a) business
