in case of degeneracy, we have to put e in least independent cell .... independent cell kya hota hai

the cell gets allocated And you need to only do the optimality test

independent cell means- just observe number of cells allowed in Row 3 and column 3. only one cell is allowed i.e. 8 allowed at cost of 3.
so better we need to allot "e" other cells of the same row or same column. because of c3r3 is independent cell.

we need to choose least cost either in third row or this column. where both line coincide. that too unallocated cells
