MOA of an Indian company does not have a clause metioning that it can carry on the business elsewhere(Its only written in India).So can the company incorporate a company outside India or form a joint venture abroad for expansion of its business.

No it can't .

As per Section 12 and 13 of the companies Act, MoA defines the limit of company's boundry

and something which is not clear in the MOA ...can't be included.
 

So in this case, a company can't do business o/s India  unless it is rectified.
