As per my understanding, if it is reimbursement of employee claims, then GST is not applicable.
Yes offocurse its taxable . Hiring is supply under section 7 of CGST act .
HO is paying salary to their employees it is not covered under gst.
As per Schedule 1 the supply between distinct person without consideration is supply.
