Whether we can say in case of audit service performed in India by ca firm located in India for the recipient outside India who has no establishment in India is a place of provision outside india

The questions which is relevant here is whether the audit is done using technology remotely or for the auditee who is also located in India.
If audit is done on behalf of donor(auditee) located outside india, of socitey who recieved fund located in india
here the auditee who is also located in India.
