Few persons are not required to file ITR thought GTI is above BEL ?Who & why ?

Few persons are required to file even through the income is below BEL ? Who & Why ?

1. Non residents ,Senior Citizens and minor ,: Reason exemption given by CBDT

2. Based on credit card bills , electricity exp , deposits in bank etc
