Does anyone know the date by which PDF utility for filing ITR 2 will be available for offline download and filling the data?

The pdf version is available everywhere but is not for filing ITR.
You have to file ITR online or upload it after processing ITR in either EXCEL or JAVA version, which are available under DOWNLOAD tab of efiling site.
It is available under common utility version 1.1.3 for ITR 1 to 4.
Download the common utility extract it and start processing required ITR.
You may also download prefilled data from filing site after login. & process it in the utility.

No other option available to file ITR. The common utility to file ITR 1 to 4 is only alternative provided to Excel version every year. Third option is file ONLINE.
