but application forms for nov exams are issued on 17th of august then how can results be declared on 28th august

In icai notice board they have mention its 28 for pcc / inter and for final its aug 15th...exams forms will be given by sept first week......

who is sure on the date
because somebody was telling that the forms will be available from 17th so should it not be announced before.
