Yes, you can apply for conversion now. Don't delay it further as Nov 2013 exam application process is going to start from coming Monday. But you won't get the conversion letter soon. So, if you apply online for Nov 2013 Exams, apply as a provisional candidate (since details of the conversion will take some time to update in the server of the ICAI).
