Payment voucher for regular expenses incurred

Sometimes we incur regular expenses from small vendors who are not GST registered. (Since their turnover is below the GST limit)

These expenses include the following :

Stationary expenses, conveyance expenses, Food expenses, small repair expenses (carpenter, electrician, painter, plumber etc).

Do we have to create Payment Vouchers for these expenses? Do they come under RCM?
