what is the account head for paying penalty of excise duty online

actual Penalty code is below;
| 00380109 | FEES, FINES AND PENALTIES |
but while paying this will not displaying in e-payment screen, so we have paid under this code
OTHER DUTIES-0031 suggested by our Range officer.

It is not DUTY. It is penalty. So 0031 is not appropriate code.
