If someone has not filed taxes during previous years , can they do so now ?
The option does seem to be available in the e-filing website. If it turns out there was tax payable, What would be the likely penalty.

For last two years only. Or if notice received of earlier years. Tax with interest.

You can file ITR for last 2 AYs. No penalty if filed volunatrily u/s 139(4). But interest u/s 234A is payable and also interest u/s 234B & 234C if applicable. But from AY 2017-18 onwards, yiu can file ITR for last 1 AY only.
