passport processing query??

I had recently applied for passport under tatkaal passport scheme and duly attached all the requirements given.

But, one requirement namely.... "a stamp paper" with judicial franking (stamp) was to be submitted with the affidavit to the passport officials.... despite frequent enquiries they are not helpful enough to hand me clear details about the same.

Noone of my friends or relatives have come across such a pre-requisite to hand a "stamp paper" with judicial giving signature of first person for passport application

What is this stamp paper requirement to process for passport?? is it one kind of affidavit or judicial bond of attestation???

plz any one who can help me further on this issue wud be really helpful.
