Passport document query for married ladies

Hello Passport/VISA lawyers and experts,

My mother wants to apply for a fresh passport and she is 53yrs old. She intends to get it with her new surname (as she is married). Her birth and 10th grade certificate shows her old surname.

She currently does have the following docs. in support of her new name:

1) Adhaar card

2) PAN card

3) Voter ID

4) Running bank account (SBI)

 

She does not have the following docs.in support of her new name:

1) Marriage certificate

 

Can someone amongst you experts please advice me If she needs to get a new marriage certificate issued or Annexure-D will suffice the purpose?

Sir,

-Annexure D will be sufficient only for change of name in future.
-For change of name in past records, either you have to file a civil suit or give a paper notification.
-Filing civil suit will lead to the change of surname in the SSC certificate by the concerned board.
Paper advertisement will serve the purpose of getting passport.

-and if you are filing Annexure D, then you need not to submit marriage certificate of your mother.

We do not want to change any of the old records, but we just need to get fresh passport issued with new surname (post marriage).

Since the 10th score sheet will be with an old name (and we do not want to change it), what doc. needs to be attached to get the passport with a post marriage name?
