partly paid shares

hey everybody

I have a query regarding allotment of shares. a closely held limited company has allotted partly paid shares. now the company wants to issue fully paid shares. can it do so?

If so, is it possible to allot fully paid shares to some of those shareholders who have already been allotted partly paid shares?
