Pannotavbl error

what is the solution for PANNOTAVBL error in tds statement. Dedcutee has still not applied for PAN.

Where PAN is not available of any deductee, you may mention "PANNOTAVBL" in column of 'PAN'. Besides mentioning 'PANNOTAVBL' you need to mention any code upto 9 digits in column "PAN Ref. No."
In track correction request, may i know what need to be filled in pan correction filed in case of dedcutees who haven't got pan.
