we used to file our new as well as the change pan applications with Karvy. But nowadays they refused to accept the ration card and driving license as proof of ID. Are they correct?

Well, we are submitting our PAN Card Applications to NSDL and UTI and both are accepting the ration card and driving licence so, I don't think Karvy is doing right.
