NO IT IS NOT NECESSARY THAT YOU HAVE TO FILE A RETURN IF YOU HAVE NO INCOEM SOURCES EVEN YOU HAVE PAN CARD.

as long as your income doesnot cross the basic limit, and no Tds was deducted on any source of income to claim refund, if you donot have previous year losses to be forwarded to this and future year, you neednot file your income tax return, even if you have a PAN Number for yourself.
