contact ICAI noida branch by calling them on 39893989 and tell ur problem they will dispose ur certificate as soon as they get info that u have not received .........
Dont worry it will take sometime.................. I think they are making it beautiful for you

I think you need to send a letter addressing Additional Secretary (exams), Noida office..
My friend did the same and got the certificate within a week...

Yup.. One small correction.. Its not noida office.. Its Delhi office..
You need to send it to G. Somasekar - Additional Secretary (Exams) ,ICAI, New Delhi..
Pls check the post box number and pin code via net..
