Ownership Documents

Hi I started a business from a newly allocated land from my family . I tried to registered a business and uploaded a EB copy as supporting document but the portal rejected my application and ask us to upload some other documents like property tax but this is newly registered land so I cant pay property tax now, so what other documents I can provide as supporting documents ? Please help me thanks
