How the income of an individual who is overstaying on visitor visa(without any work permit) in USA and sending money to his wife, is treated in India? Is there any restriction on sending money to family? Did she has to notify or file her returns? Are the wire transfers tracked by the IT department?

As such not taxable, unless any question about its ligitimacy.

No. provided tax paid amount sent through proper channel.
Did she has to notify or file her returns?
No, unless queried.
