Can I Cancel The TDS Returns(For All The Quaters Both Salary And Non Salary) filed with NSDL For the Assessment Year:2012-2013 And File Them Again AS On Today?
Will that Attract Any Penalty Or Interest?

You can revise the tds returns filed.
Whether it attracts interest or penalty depends on the facts of the case. You have to mention why you want to cancel & refile the tds returns.
