OLTAS

(Online Tax Accounting System).

 

Income Tax Department's initiative to receive information and maintain records of tax paid through banks through online upload of challan details is named as OLTAS (Online Tax Accounting System).

Data upload by banks

Income Tax Department has devised the file formats for uploading data regarding tax payment. Banks are expected to generate and upload tax data as per these formats.

Once the file has been prepared as per the file format, it can be verified for correctness of its structure using the File Validation Utility (FVU) provided by NSDL.

Single Copy Challans

Prior to June 1, 2004, there were seven different types of challans for depositing direct taxes into the government account. These were replaced by three types of challans as follows:

  1. A common single copy challan No. ITNS 280 for payment of Income tax, Corporation tax and Wealth tax;
  2. A common single copy challan No. ITNS 281 for depositing Tax Deducted at Source from corporates or non-corporates;
  3. A common single copy challan No. ITNS 282 for payment of Gift-tax, Estate Duty, Expenditure Tax and Other direct taxes.

 

With effect from July 2005, the following challans should be used instead of the above mentioned challans:

  1. A common single copy challan No. ITNS 280 for payment of Income tax and Corporation tax;
  2. A common single copy challan No. ITNS 281 for depositing Tax Deducted at Source / Tax Collected at Source (TDS/TCS) from corporates or non-corporates;
  3. A common single copy challan No. ITNS 282 for payment of Hotel Receipts Tax, Estate Duty, Wealth Tax, Gift-tax, Expenditure Tax and Other direct taxes.
  4. A common single copy challan No. ITNS 283 for payment of Banking Cash Transaction Tax and Fringe Benefits Tax.

 

The collecting bank branch will put a rubber stamp on the challan and its counterfoil indicating a unique Challan Identification Number (CIN) comprising of seven digit BSR Code allotted by RBI to that bank branch, the date of deposit (dd/ mm/ yy i.e. six digits), and the challan serial number in 5 digits. CIN will, therefore, be unique for each challan through out the country and will be used for identifying the challan in the OLTAS.

The new single copy challans will have a main portion at the top and a 'taxpayer counterfoil' at the bottom. The bank will retain the main portion of the challan and return the 'taxpayer counterfoil' duly receipted to the taxpayer. Because there will be only one copy of challan it becomes extremely important that the challan is correctly filled and PAN of the taxpayer and PAN / TAN of the deductor as the case may be, is correctly indicated in the challan, and that the right columns are ticked/ filled in the challan, and that the taxpayer collects a proper stamped acknowledgement from the banks indicating the Challan Identification Number (CIN) as indicated above.

The collecting bank will capture the entire data of the challan and transmit it electronically to the Income-tax Department. The bank will send the paper copy of the challans alongwith printed scrolls to the Zonal Accounts Officers. The information received from banks will be used by the Department to give credit for the tax paid based on CIN.

Since the taxpayer will have only a counterfoil, the requirement to enclose proof of payment of pre-paid taxes with the return of income as contained in 'Explanation' to Section 139 (9) shall stand fulfilled if CIN of the challans for payment of self-assessment tax and Advance Tax is indicated in the return of income.

E. File Validation Utility (FVU)

 

e-TDS / e-TCS returns prepared for FY 2005-06 and onwards (i.e. Forms 24Q, 26Q, 27Q and 27EQ) can be validated using this utility.

 

The e-TDS/TCS FVU is a Java based utility.JRE (Java Run-time Environment) [versions: SUN JRE: 1.4.2_02 or 1.4.2_03 or 1.4.2_04 or IBM JRE: 1.4.1.0] should be installed on the computer where the e-TDS/TCS FVU is being installed. Java is freely downloadable from https://java.sun.com and https://www.ibm.com/developerworks/java/jdk or you can ask your vendor providing computer facilities (hardware) to install the same for you.

The e-TDS/TCS FVU setup file (e-TDS/TCS FVU.exe) comprises of three files namely:

  1. TDS FVU Readme.rtf: This file contains instructions for setup of the e-TDS FVU.
  2. e-TDS FVU Setup.exe: This is a setup program for installation of FVU.
  3. TDS_FVU_STANDALONE.jar: This is the FVU program file.

 

These files are in an executable zip file. These files are required for installing the e-TDS/TCS FVU.

Deductors who do not have a valid TAN can apply for one by submitting a duly filled and signed Form 49B to any of the TIN-FCs managed by NSDL.

 

 

In case of deductors who want Change or Correction in data associated with their reformatted 10 digit TAN may fill up the "Form for Change or Correction in TAN data".

 

 

 

PAN

Applicants who wish to apply for a new PAN can apply for one by submitting a duly filled and signed Form 49A to any of the TIN-FCs managed by NSDL.

 

 

In case of entities who have a PAN but do not have a PAN card and wish to get a PAN card, or wish to make changes to their existing PAN card may fill up the Change Request Application form

Challan Status Enquiry for Tax Payers :
 

 

Using this feature, tax payers can track online the status of their challans deposited in banks.This offers two kind of search.
 

 

a) CIN based view :

 

On entering Challan Identification Number (CIN i.e. details such as BSR Code of Collecting Branch, Challan Tender Date & Challan Serial No.) and amount (optional),the tax payer can view the following details:

 

  • BSR Code
  • Date of Deposit
  • Challan Serial Number
  • Major Head Code with descripttion
  • TAN/PAN
  • Name of Tax Payer
  • Received by TIN on (i.e. date of receipt by TIN)
  • Confirmation that the amount entered is correct (if amount is entered)

 


 

b) TAN based view :

 

By providing TAN and Challan Tender Date range for a particular financial year , the tax payer can view the following details :

 

  • CIN
  • Major Head Code with descriprtion
  • Minor Head Code
  • Nature of Payment

If the tax payer enters the amount against a CIN, the system will confirm whether it matches with the details of amount uploaded by the bank.

 

Challan Status Enquiry for Banks

 

Using this features, tax collecting branches and the nodal branches can track online the status of their challans deposited in banks as follows :
 

 

a) Collecting Bank Branch :

On providing the branch scroll date and the major head code - descripttion, the tax collecting branch can access the total amount and total number of challans for each major head code. Further, the collecting branch can view following details:

 

  • Challan Serial Number
  • Challan Tender Date
  • PAN/TAN
  • Name of Taxpayer
  • Amount
  • Date of receipt by TIN

 

 

b) Nodal Bank Branch :

On providing the nodal scroll date and the major head code-descripttion, the nodal branch can view the following details:

 

  • Nodal Branch Scroll Number
  • Scroll Date
  • Major Head Code - Descripttion
  • Total Amount
  • Number of Branches
  • Number of Challans

Further, for each Nodal Branch Scroll Number, following information can be accessed:

  • BSR Code
  • Branch Scroll Number
  • Branch Scroll Date
  • Total Amount
  • Number of Challans
  • Date of receipt by TIN
