Nursery Plants are Nil Rated or Exempted ?
Live Trees and other plants can reported as " NIL Rated " or "Exempted" ?

As such makes no difference since both are used interchangeably. Perhaps better to show as exempted since it is covered in exemption notification (2/2017-rate).
Please note exempt supplies includes nil rated supplies as per definition under GST law.
