Nri tax - filing tax after deadline

Filing tax for a U.S citizen - Fiscal Year 2010-2011.

Is it too late for claim TDS refund for that year?

What is the exact process for e-filing tax in such case if he also has to file tax for long-term capital gain? Does he e-pay the tax first and then e-files the ITR-2 form? If yes, then how should he calculate penalty if he pays in September 2011? Any way penalty can be waived? Basically, he was thinking about reinvesting in another house to save tax, but that did not work out.

Any other things he should be aware of if he's filing late?

If any mod sees this thread: please move it to efiling section. I don't know why I wasn't given choice to select subcategory this time.

One should file returns (for individuals) before or on 31st July, and if it is filed later then the provision for filing a revised return should there be any error in the previous return is not available.

exemption on capital gain arising from sale of property is available, provided the capital gain caculated from the sale proceed is re-invested in purchase of property within 2 years us/ 54 or invested in infrastructure bonds such as National highway or Rural electricification u/s 54EC.

Okay Mihir, so he won't be allowed any revision.

But how should he calculate penalty? Does he e-pay the tax before e-filing the return?
