I have a Life Insurance Policy through ICICI Prudential which I am paying from my Indian Bank Account (INR). As I am an NRI (OCI) can I claim the GST refund? If so, what is the procedure?.

It come under block credit , U can't get refund or ITC
No you cannot claim gst refund
Refund cannot be claimed by NRI. Gst does not provides any refund for NRi
Refund under GST is allowed on zero rated supply that means export and supply from sez
And only to suppliers of goods or services. Not to the recipient.
