As the PAN jursidiction is still lying in ITO, Chennai, notice issued is valid as per Law.  After the your request letter for transfer of case from Chennai to New Delhi, the file will move physically to New Delhi, where scrutiny assessment will be completed.  If the ITO, Chennai completes the scrutiny assessment in your case , then you can challange the validity of the assessment.
