Notice from income tax

You are saying there is no address in the notice. Then, how was it served ? Please elaborate a bit.

The notice is received say in the name of "Hari Om'' and the address where it send isthe adress given in the bank account of the person.

However, the bank transaction contains the high value transaction and the i does not file the ITR of that person from last two years.

My question is that why this notice is not served in reference of PAN of the individual? 

What is the power of the Investigation cell of the Income Tax Department.

Provide me the suggestion by ASAP .
