Notification number 11 provides refund of service tax paid only on the taxable servcices which are exported; whereas notification number 12 provides for the refund of service tax paid on input services as well as duty paid on goods used as input for providing taxable services which are exported. Therefore notification 12 may seem to be more useful as it provides refund of ST/duty paid on inputs as well. However practically it is difficult to get refund in notif 12 as you have to prove to AO the linkage between the input and output, which delays the refunds. Notif 11 is much easier but limited in extent.
