We are in progress of surrendering unutilized advance licenses. JDGFT requires Non-Utilization certificate from Customs to accept the license.
Can you please help me to understand how to get this certificate? & Is there any prescribed format? Kindly share if you have any templete of such certificate.

If you not import nor export against the advance licence received by you you must surrendered these licence but before it submit NON UTILISATION certificate from the Custom which is mentioned in the Authorisation obtained by you .
hence Approach in Custom after requesting the said , after verification Custom will issue a NON UTILISATION certificate Direct to Regional Licensing Area.

In my opinion, there is no need to obtain such a certificate. Just submit the original license copies to JDGFT with surrender letter. JDGFT may obtain a confirmation from the Customs internally. The license which is not utilised will not have any endorsement by the Customs which is general understanding of non-utilisation. I have not come across any such submission of letters for surrendering a license till date.
Once you registered the Advance License with Customs department means you are going to utilize the same. but unfortunately you have not used, then you have to obtain Non Utilisation certificate.
Please refer order in Original No. 13/80/40/121/AM2003/ dated 26/07/2011 against M/s. Welkin Polymers Pvt. Ltd. passed by FTDO, office of the Joint DGFT, Jaipur.
Can you share the Order in original mentioned by you in the above post.
