If you are having refund case then you can apply for condonation of delay request to commissioner of. Income tax if approved you can file belated return .

Ok, you apply to CIT for condition of delay , if approved then file return .

But new portal option of delay is not open
File when option opens.....site is new and updation is being done...as per reports in news....
Condonation application needs to be suit manually.
File under condonation of delay u/s 119(2)(b) under filing options

But under that option you have to provide condonation of delay u/s 119(2)(b) application approval number  and date.
