non domestic companies project in india

 i m doin d audit of non domestic companies which is incorporated in polland ,nature of the company is do the contract of oil and gas drilling in india seas for cairn ,ongc etc ,so sir i want to ask if one project of dat company hv completed than could  the remaining assets and liability of such project tfd to another project after closing the account of dat project according rbi closure and fema .if yes then such transaction if we tfd the assets and liabilities of the project across the boundary of a country ,is transfer pricing  and DTAA apply on such transactions the company pay the income tax in india under section 44bb.
