Non Assessee registration

Any person who wants to make payment of Central Excise duty or Service Tax and is not a registered assessee will also have to get a registration done through the concerned jurisdictional Commissionerate who shall be termed as Non-assessee.

please tell me how to withdrow Non Assessee registration under service tax and what are the legal comliances for such registration.

further if such assessee gets registerd under service tax and issued ST-2 then how he shoud deal with such non assessee registration.
