Is it necessary/mandatory that a nominee should hold a PAN while registering for nomination of a flat? Please give reference of section or case law.

Yes, now a days identity of any beneficiary is based on his PAN. & PAN is issued within a week.
In case of minor, PAN of guardian can be provided.
