help me identify the promoters

A and B are directors in the company
and B and C are shareholders
Can all three A,B,C be promoters

A and B are directors
and A, B and C are shareholders
can all three A,B,C be promoters

A , B and C are directors
and B and C are shareholders
can all three be promoters

As per Sec 2 (69) Companies Act -
Promoter includes shareholders & directors
so, all three can be promoters and it is not necessary that only shareholders will be promoters
yes they all can be promoter except a person who acting in professional capacity and give instructions to BOD.
