Does NMMC(Navi Mumbai Muncipal Corporatiion) cess qualify as an entry tax and is it therebydeductible under provisionds of MVAT?

NMMC tax is Municipality tax and not Government tax and so it is not deductible under MVAt tax act. It has to be paid to the Municipal Corp. of Navi Mumbai and not to Government

1. Whether cess is applicable on Fixed assets which inclusive of VAT , Trasnportation charges means what is defination of ad valorum under NMMC
2. Whether intangible assets cover under cess as per NMMC
