New Vat registration regarding

i have started new petrol pump in last f/Y year ended March 2021.
and first sale on 31 March rupees four lacks approx.and so on.

now my question is whether it is necessary to take registration in Raj vat.and also tell that all goods purchased form within rajasthan.

I have received one notification from someone regarding exemptions of vat return .
