New partnership firm registered in Feb 2018. There is no income recognized during 2017-18. Is it required to file income tax return?

YES, A NIL RETURN CLAIMING EXPENSE, IF ANY FOR SET UP NEED TO BE FILED.

Yes, for partnership firm is mandatory to file itr whether has income or not
