You generally cannot ignore a cancelled registration tied to your PAN. If you cancelled it voluntarily, you must apply for a fresh registration; if it was cancelled by the department for non-compliance, you are expected to settle past dues and/or apply for revocation. Attempting a new registration while a "deficiency" (like unpaid returns) exists will likely result in the rejection of your new application.
