I failed to submit response against notice issued under 142(1) for A Y.2018-19(In new E-assessment system). Now submit button is disabled. I am not able to submit reason against notice issued under 142(1). How to reopen the submit button?

You can get in touch with your nearest jurisdictional AO and request him to enable the submit button or you may wait for another notice issued online.
See your mails often to check if any intimation has been sent to mail.
Also do visit site now and then,you may be served again the same notice and asked to submit response
