The Bill is yet to be passed by Rajya Sabha. Books will be available only after the same is notified after being passed by Rajya Sabha.
Looking at the stalemate in Parliament, one is not sure, when Rajya sabha will get the chance to pass the bill. So it will not be applicable for November 2013 Examination.
