Need help - foreigner opening sole proprietorship business

Hi,

I am a Canadian in India on a tourist visa. I wish to have information about the procedure to start a sole proprietorship business in India.
 

I can get plenty of information about how NRIs can do it, by getting a PAN card, which seem impossible for a foreigner to get. From my further readings, it seems I need to get approval from RBI and FDI, but I can’t find any information about HOW to ask for their approval.
 

I would greatly appreciate any information on that matter.
