As per sec 24 you will be required to seek compulsory registration if you are availiing the notified services related to RCM under sec 9(3) then irrespective of threshold limit registration would be required.

Also if you are making any interstate supply then again you get covered under sec 25 , assuming that you are not availing any services liable under RCM
Exemption is for 20 Lacs if you do not have any of the above business transactions as per sec 22
