my friends father files income tax return even though his annual income doesn't exceed 250000 but he has some 7 to 8 Lak fd in bank so is it necessary to file income tax return for him

Not required to file ITR as per rule if income is below basic exemption limit (Rs. 2,50,000 for below age of 60 years)
