Hi am is C.A. in service and would like to know on which item i can take input credit against VAT payable and which is the best user friendly book for MVAT, Service tax and Income tax

You can refer to the MVAT Act to know the details of items eligible for set-off, items on which reduction can be claimed.,etc....
 

For MVAT Snowwhite publications is good. It explains the background,basics and the rules in a very simple and self-explanatory language.
