why municipal tax is not deducted when gross annual value is NIL?

figure should be possitive 

Municipal Tax not to deducted from GAV if it is NIL
However if your house is vacant through out the year then you can deduct municipal tax from GAV.
NAV is nil for self occupied house not GAV.....So you cant deduct municipal tax...
In case of self occupied and un occupied property only interest deductions under section 24 b are allowed
In case if self occupied only interest will deducted while in unoccupied house both interest & municipal taxes are dedcuted
