Why municipal tax is to be deducted from GAV in computing income from house property?

It is allowed as a deduction.
If the tax is paid by tenant himself, whether the deduction is allowed?
Nope. The tax has to be paid/ borne by the owner of the property.

it just give as a deduction to a Assesse u/s23
Owner of the property is given some benefit under House Property income and taxes paid to municipal authorities is allowed as deduction to the owner.
