Some procure milk from outside and sell on his Dairy. From that milk he also makes curd, paneer khoa etc... Will it be called manufacturing activity and qualified for msme?

MSME registration is governed by MSMED Act, 2006. unfortunately, this act does not define the term Manufacturing.

As per MSMED Act, enterprise which is engaged in manufacture or production of goods pertaining to any industry specified in First Schedule to the Industries (Development and Regulation) Act, 1951 is eligible to register.

  As per above, it can be inferred that industries mentioned in first schedule of IDRA, 1951 are eligible industries. And Sr. No. 27 of First Schedule, talks about Milk Foods.

So, concluding, if you are engaged in Mild Food manufacturing, you are eligible to register under MSMED Act, 2006.
